This was a banner that was put over a cow to advertise for the Cattle Show. Farmers who would have stands at the fair would use these in the weeks leading up to it, hoping that it would attract more people. The farmers that presented at the fair could compete for prizes in many areas, some of which were best breeding mare, matched horses, and carriage races.
